Decree Law 3/2023 of the Generalitat de Catalunya regulating the tourist use of dwellings imposes the need for a new licence for tourist rental in certain areas, with marked restrictions and a significant impact on more than 96,000 already legalised tourist dwellings.
Particular concern is highlighted for the tourist municipalities in the province of Girona, with the forecast loss of between 60% and 85% of the accommodation on offer. It warns of the negative economic consequences, with a possible loss of tourists and jobs, especially on the Costa Brava.
The article criticises the lack of dialogue with the sector prior to the implementation of the decree and highlights the contradictions, as the measures do not seem to be adapted to the reality of second homes for tourist rental. It calls for the withdrawal of the decree and the consideration of alternative, more structural measures, with an approach adapted to the different local realities.
